The Department of Health and Human Services' Administration for Children and Families directed 46 states and territories to remove references to "gender ideology" from federally funded PREP programs. PREP, created in 2010, provides medically accurate education on contraception, abstinence, and healthy relationships for at-risk youth. The August 26 letters flagged materials that define gender identity as distinct from sex or offer pronoun guidance as noncompliant with the PREP statute. Approximately $81 million in funding could be withheld, suspended, or terminated if jurisdictions do not comply by October 8 at midnight. Major state allocations at risk include multi-million dollar grants to New York, Pennsylvania, Georgia, Illinois, and Ohio.
