The European Union declined to ban conversion therapy across its 27 member states despite a petition signed by over a million people. The European Parliament previously voted in favor of a ban after an initiative gathered 1.2 million signatures and asked the Parliament to act. The proposal then went to the European Commission, which can introduce binding EU legislation. The Commission rejected the request, stating the EU lacks authority to compel member states to ban the practice. Ursula von der Leyen said conversion therapy has no place in the union and that the Commission will issue a non-binding recommendation next year encouraging member states to ban it. The EU Agency for Fundamental Rights reported that one in four LGBTQ+ Europeans experience conversion therapy, linked to multiple mental health harms, and ten member states already ban it.
