We can set an account level preference to export the Learning Transcript in the following time zones: UTC (Default behavior) Account-level time zone preference The Learner Transcript downloaded using Jobs API also downloads the data in the selected timezone.

Administrators can configure this setting from Admin > Settings > General > Report Timezone.
