Upon disembarking from the Eidos 7 tram, you come across the aptly named Flooded Commercial Sector. It has entire city blocks submerged underwater, which is so toxic that Eve could die within seconds.
If you use the drone's scan action, you'll see that there are fully explorable streets and shops down below. However, it'll take a while until you can actually reach those places.
