To actually get into Gorak's suite, you'll need to get your Deus Ex on. First, head to the back left corner of the bar and go through the boiler room.
In the hallway leading to Makal's, you'll overhear a dude offering a 'VIP invite' to Gorak's suite. You can buy it off him for 50 credits.
The bartender will still deny you entry to Gorak's suite - and will then laugh at you for getting taken for a ride.
Once the shutter is open, crawl through the vent, climb up the ladder in the next room, and activate the elevator at the top to get into Gorak's suite.
