But the administration hasn't revealed how much extra funding universities would be eligible for, and the nine-page compact doesn't detail the potential benefits. The compact, as well as a Thursday statement from the White House, can also be read as threatening colleges' current federal funding if they don't sign."
The University of Virginia formally opposed the Trump administration's Compact for Academic Excellence in Higher Education and rejected funding offers tied to signing. Interim president Paul Mahoney emphasized that merit-based assessment is essential to preserve the integrity of science and scholarship and warned that contractual conditions based on anything other than merit would undermine lifesaving research and public confidence. The Compact demands policy changes including department overhauls, restrictions on gender recognition, limits on foreign applicants, and a tuition freeze. The White House has promised priority funding and collaboration but has not disclosed amounts, and the Compact may imply threats to existing federal funding.
