The Trump administration proposed a Compact offering preferential federal funding in exchange for universities overhauling admissions and hiring practices, freezing tuition for five years, capping international enrollment at 15 percent, and making other concessions. Seven of nine originally invited universities rejected the offer, prompting the extension of invitations to all institutions. UNC Chapel Hill announced it will not sign the Compact, stating some provisions are already being implemented while other provisions would be difficult or impossible. Multiple other universities publicly rejected the Compact; only New College of Florida and Valley Forge Military Academy have expressed intent to sign.
