The Trump administration launched a financial campaign to pressure universities by proposing a Compact that required significant loss of institutional autonomy in exchange for potential advantages in competing for federal funds. Several prominent universities, including public institutions, refused to sign the Compact. Litigation by University of California researchers restored more than $500 million in federal research grants after cancellations at UCLA tied to allegations during a spring 2024 pro-Palestinian protest encampment. Erwin Chemerinsky represents the researchers in that litigation. A White House official accused UC Berkeley of failing to police antisemitism and cited campus violence. Higher education institutions were urged to unite to defend autonomy and shared missions.
