Federal Judge Mustafa T. Kasubhai ruled against HHS Secretary Robert F. Kennedy Jr.'s declaration to end federal funding for health care institutions providing gender-affirming care to minors. The judge stated that the declaration exceeded HHS authority and violated federal medical funding rules and the Administrative Procedure Act. Nineteen states sued Kennedy after his December 2025 declaration claimed gender-affirming care was unsafe, despite major medical associations affirming its safety and effectiveness for minors.
