CDU, SPD plan billions for Germany's army, infrastructure DW 03/05/2025
Briefly

The CDU/CSU and SPD are in talks to form a coalition, facing a significant budget deficit of $139 billion. Economists project further spending needs, including $400 billion for military enhancements and up to $500 billion for infrastructure repairs. The coalition aims to exempt military spending from debt restrictions, with CDU leader Friedrich Merz emphasizing the urgency of enhancing defense amidst continental threats. Structural plans include establishing a special fund for infrastructure and allowing federal states to incur additional debt to manage economic demands better.
In view of the threats to our freedom and peace on our continent, 'whatever it takes' must now also apply to our defense, said Friedrich Merz.
We are finally clearing the investment backlog in our country, stated SPD leader Lars Klingbeil regarding the infrastructure funding.
To address the extensive budget shortfall, coalition partners are proposing to exempt defense spending from the constitutional debt restrictions.
An amendment to the debt brake should also allow the federal states to take out debt to the tune of 0.35% of their economic output.
