Germany has faced hybrid warfare since Russia's February 2022 attack on Ukraine, combining military and intelligence operations with sabotage, espionage, and disinformation that fuel public uncertainty. The Bundesamt für Verfassungsschutz (BfV) has a core task of identifying threats early enough to prevent attacks. The BfV faces limitations in decrypting modern forms of communication and difficulty identifying actors operating under pseudonyms, creating gaps in early warning capabilities. The BfV seeks expanded legal powers to penetrate online spaces and decrypt communications. Interior Minister Alexander Dobrindt and coordinator Philipp Wolff support reforms including increased online surveillance, IP address storage, and easier inter-agency personal-data exchange.
