"We are not withdrawing from any partner country," emphasized the minister, who has been in office since May 2025."
Germany's Ministry for Economic Cooperation and Development will have just over 10 billion euros available in 2026, down from almost 14 billion four years earlier. The United States has largely withdrawn from development aid, increasing pressure on international solidarity. Development policy is being positioned as a key element of German national security alongside diplomacy and defense. Scarce funds will be concentrated on combating hunger and poverty. Germany will not try to replace US funding alone or to compete with China. Chinese involvement in Africa favors infrastructure and resource-backed loans that raise debt and often neglect human rights.
