Since March 2025, Haitian security forces operating with support from Vectus Global, a U.S.-licensed private military firm, have conducted antigang operations using quadcopter drones equipped with explosives in densely populated areas of Port-au-Prince. Human Rights Watch reports at least 1,243 deaths and 738 injuries from these strikes through January 21. The investigation identified 17 children and 43 adults killed who were not believed to be gang members. Drone attack frequency has doubled in recent months, with 57 attacks from November to late January compared to 29 from August through October. Analysis of video evidence shows drones targeting vehicles and individuals, many appearing unarmed and posing no imminent threat.
