A coalition of 15 consumer rights organizations, including notable French groups, has urged the European Commission to investigate perceived unfair and potentially illegal baggage fees imposed by budget airlines like Ryanair and easyJet. These airlines reportedly charge excessive fees for hand luggage deemed oversized. The consumer groups argue that this is unjust, especially since a 2014 EU Court ruling allows for reasonable luggage without surcharges. The varying definitions of acceptable luggage dimensions between airlines further complicates the issue, prompting these organizations to file formal complaints with relevant authorities.
At issue is the extra charges that budget airlines levy on hand luggage which does not conform to their very specific requirements.
In 2014 the European Court of Justice ruled that the carriage of hand luggage cannot be subject to a surcharge, provided that it meets reasonable requirements in terms of weight and dimensions.
The dimensions allowed vary widely between airlines, so that there is no agreed definition of a 'reasonably sized' piece of hand luggage.
They have launched a formal complaint with consumer protection watchdogs in their countries - including France's Direction générale de la concurrence, de la consommation et de la répression des fraudes.
