Hungary’s opposition had delayed the measures, but the bloc proceeded after political changes in Hungary. The sanctions were framed as a response to violence that surged after Hamas’s October 7 attacks in southern Israel. UN data reported that in 2026, about 45 Palestinians, including 11 children, were killed in the West Bank. EU foreign policy chief Kaja Kallas said the EU also agreed sanctions on leading Hamas figures.
