Hungary’s opposition had delayed the measures, but the bloc proceeded after political changes in Hungary. The sanctions were framed as a response to violence that surged after Hamas’s October 7 attacks in southern Israel. UN data reported that in 2026, about 45 Palestinians, including 11 children, were killed in the West Bank. EU foreign policy chief Kaja Kallas said the EU also agreed sanctions on leading Hamas figures. French foreign minister Jean-Noel Barrot said the EU would sanction major Israeli organizations supporting violent colonization and their leaders. Israeli foreign minister Gideon Saar rejected the sanctions on Israeli citizens and organizations.
