Why is Switzerland's 'historic' deal with the EU still in limbo?

After the brouhaha surrounding the signing has died down, Bern and Brussels got to work looking at how the new treaties could actually be implemented.
Before being enacted, any new piece of legislation must be put to a mandatory referendum... to optimize the chances of approval.
