Experts say the $61bn package will replenish military stocks but not help Kyiv's forces counterattack.
The bill includes $23bn to replenish US-made weaponry, $14bn for advanced arms from US contractors, $11bn for military operations, and $8bn non-military aid.
Ukraine's top military expert mentioned the aid package won't turn the tide of war but can improve the situation on the 620-mile front line.
