Paris prosecutor Laure Beccuau stated the judge found sufficient grounds to formally investigate Telegram CEO Pavel Durov on the charges of facilitating criminal activity.
Durov faces preliminary charges for allowing his messaging app to be used in criminal activities, including child sexual abuse and drug trafficking, while he refused to cooperate with investigators.
French authorities ordered Durov to pay €5 million bail and report to police twice a week, after he was arrested for managing a platform linked to illicit transactions.
Russian officials have claimed that Durov's arrest is politically motivated, arguing that it underscores a perceived double standard of the West regarding freedom of speech.
