Aleksandr Bortnikov, Director of the Federal Security Service in Russia, claimed the assault was prepared by radical Islamists and facilitated by Western special services.
According to state news agency Tass, Russia's belief that the US, Britain, and Ukraine were involved was reiterated by Mr. Bortnikov, though the Ukrainian government denies any role in the assault.
