Freezing a conflict, without a full peace deal, simply does not work. It has fractured Moldova, hindered national development, and given Russia continued opportunities to meddle.
A frozen conflict is still a conflict. Settling for such an arrangement may pose significant risks and difficulties, as illustrated by Moldova's experience with the Russian-Moldovan war triggered by the Transnistria issue.
