While no decision to initiate such a war has been made, Russia is building the capacity to make that choice if deemed necessary.
Rutte warned, "If Putin attacks NATO, the reaction will be devastating - he will lose."
The report also said, "it is unlikely that Russia could sustain both the war in Ukraine and a simultaneous war with NATO."
Within five years Russia could see an opportunity to launch a full-scale war on Europe should Moscow perceives NATO as militarily weakened or potentially divided.
