Germany is at the helm of efforts within the European Union to ease sanctions on Syria. Berlin is pushing for the move, contingent on progress on social issues.
Shortly before Christmas, Berlin circulated documents among EU capitals suggesting where sanctions could be eased, aiming at gradual relief linked to protecting minority and women's rights.
The reports come after the US issued a Syria General License to expand authorizations for activities in sanctioned Syria, valid for six months.
The sanctions were primarily implemented due to Assad's brutal clampdown on the 2011 protests that sparked the Syrian civil war.
