Pipeline project affecting Staten Island waters passes Clean Air Act review

The Northeast Supply Enhancement (NESE) Project includes multiple pipeline loops and compressor station work, including the Quarryville Loop, Madison Loop, Raritan Bay Loop, modification of Compressor Station 200, new Compressor Station 206, and ancillary facilities. The Final General Conformity Determination Reevaluation assessed potential air quality impacts, focusing on emissions in New York and New Jersey. 10.2 miles of 42-inch-diameter pipeline loop1 in Lancaster County, Pennsylvania (the Quarryville Loop); 3.4 miles of 26-inch-diameter pipeline loop in Middlesex County, New Jersey (the Madison Loop); 23.5 miles of 26-inch-diameter pipeline loop onshore and offshore in Middlesex and Monmouth Counties, New Jersey and Queens and Richmond Counties, New York (Raritan Bay Loop); Modification of existing Compressor Station 200 in Chester County, Pennsylvania; New Compressor Station 206 in Somerset County, New Jersey; and Ancillary facilities.
The GCD Reevaluation looked particularly at the emissions that will be produced by the pipeline in the New York and New Jersey area. It was determined, according to the statement, that "the project would achieve conformity with the New York and New Jersey State Implementation Plans through the purchase of emission reduction credits of nitrogen oxides to offset project emissions."
