The EU has sanctioned a wider offsetting scheme that allows emissions pooling and could help combustion-engine manufacturers avoid an estimated €13bn in fines. Chinese EV exports are increasing pressure on European manufacturers while also enabling decarbonisation via pooling. Extending compliance from one to three years raises concerns about slowing EV uptake. Under the rules, manufacturers must meet emissions targets of 93.6g of CO2 per kilometre.
