Newport police charged four teenagers in connection with the assault of a student with special needs at Rogers High School. Arrests include a 17-year-old, a 14-year-old, and two 16-year-olds charged on separate days. Suspects are members of the school's football team and the incident led officials to end the football season. Police became aware on Nov. 21 after receiving several cell phone recordings showing the assault in the boys' locker room. The video shows a boy on his knees being whipped with a strap and hit with a belt while others laughed and failed to intervene. The investigation remains active and the School Committee will consider hiring an independent investigator.
