A vice principal at the school said two sixth-graders came to her office and said that the teacher's jeans and underpants were dropped to mid-thigh as he was seated behind his desk.
A statement to the TV station by Cascade Union Elementary School District Superintendent Jason Provence called the incident hideous and appalling, and said the district follows all state and county protocols for background checks of substitute teachers.
