"...we've been dealing with constant changes and very little information, and that's made it very difficult to make any kind of projections," Whelan explained, emphasizing the challenges faced in predicting state grant needs.
"The significant shortfall in state grants for students can largely be attributed to the flawed rollout of the new FAFSA, affecting our aid predictions this year," Whelan noted.
"Though FAFSA completion for incoming freshmen has recovered, overall rates remain down by nearly 40 percent, greatly complicating our projections for grant awards," explained Whelan.
"The reduction in Student Aid Indexes meant low-income students needed more state dollars than usual, highlighting the flaws in our previous funding estimates," Whelan added.
