Plus, as the Department of Justice has become increasingly involved in education issues, several experts anticipate OCR could be relocated there. A senior department official told reporters last week that ED is "still exploring the best plan" for those offices and the programs they oversee."

These three offices oversee direct taxpayer services such as the Pell Grant, federal student loans, discrimination complaints and individualized education programs for students with disabilities, so relocating them would be complicated and controversial. Other programs, including those in the Office of Postsecondary Education, were outsourced through six interagency agreements to diminish the department. The administration has proposed moving FSA to the Small Business Administration and special education to HHS, and experts expect OCR could shift to the Department of Justice. A senior official said ED is still exploring the best plan.
