"The magnitude of the decline among recent high school graduates is very large and very discouraging," said Bill DeBaun, senior director of NCAN, highlighting a worrying trend in enrollment reduction.
He added, "If we had had a normal FAFSA year last year, we would not be staring at a 5 percent decline in 18-year-old enrollment this semester," indicating the impact of financial aid difficulties.
The analysis showed that enrollment fell for this demographic in 46 states this fall, with an average drop of 7.1 percent, contrasting sharply with previous gains.
Several factors may have contributed to the declines, including the Supreme Court's ban on affirmative action and a strong economy drawing graduates into the workforce.
