Thomas Truong, 61, of San Jose, allegedly submitted false documents to Farmers Insurance for at least 10 clients to obtain discounts. Eight clients had never attended college, and others' attendance did not match the forms.
When shown altered documents, all clients stated they had not seen them before. They were also unaware of the discounts Truong obtained for them.
