"It's important to have this kind of body, and have it be functional and robust enough to do the job people expect it to do," said Dan Kalb, who introduced the amended version of the measure that voters will decide on. Kalb emphasized that the current functioning of the commission is inadequate, attributing this to staffing challenges that hinder its ability to enforce laws and uphold ethics in Oakland's governance.
Kalb described Measure OO as a compromise that doesn't fully satisfy the commission’s requests. He noted, for instance, that while the commission aimed to hire its own attorney, he believed the existing structure was sufficient. However, he supported allowing the commission to engage an outside attorney when conflicts of interest arise, which would enhance its independence and effectiveness in overseeing ethical conduct.
