Mac Muir, executive director of the Community Police Review Agency (CPRA), is resigning. His departure coincides with major budget cuts planned by city leaders to CPRA, which investigates police misconduct. Established in 2016, CPRA's budget has been slashed from $4 million to a proposed $2.4 million, leading to insufficient staffing and reduced effectiveness. The budget cuts impact the agency's ability to handle cases and complicate its plans for an increased civilian oversight role, as city officials confirmed that the tightened budget will prevent the necessary transitions.
Given the newly proposed cut of approximately 50% of its budget, CPRA cannot maintain, let alone expand, current (case) output, while also complying with the city charter and terms of the 2003 settlement agreement reached by the city.
The planned severe cuts to CPRA and other police oversight bodies as part of the next two-year budget has left the future of oversight of police conduct in Oakland uncertain.
