Reginald Foster Jr., a California man, pleaded guilty to fraud related to COVID-19 unemployment benefits, conspiring to unlawfully obtain millions meant for self-employed workers.
Foster and co-conspirators filed 118 fraudulent claims using personal information of others, falsely representing eligibility for unemployment benefits under the CARES Act.
They withdrew nearly $1.5 million from the fraudulent claims, redirecting funds to Foster's nonprofit, Champs Up!, which was supposed to help students.
The scheme was discovered, leading to the freezing of remaining funds by the Employment Development Department and Bank of America, preventing further over $4 million in losses.
