The Escondido City Council will discuss ratifying the emergency proclamation and plans to allocate $4 million for removal, outreach, and support services for affected individuals.
Deputy City Manager Chris McKinney emphasized that progress will not happen overnight, as securing resources and connecting people to support services are necessary steps.
