"There's no evidence that aligning parking under the finance department will increase revenue, but there is evidence that revenue has grown, and consistency of parking enforcement has improved under [transportation] leadership,"
"The proposed move back to finance does not address a performance problem because there is no performance problem to fix,"
"What this administration is proposing to dismantle is the closest thing that this city has to a perfect organization,"
"Moreover, this department and this division in particular are the product of 10 years of public process"
More than 40 staffers, technicians, and transit advocates attended a City Council committee meeting to oppose transferring parking functions from the transportation department to the finance department. Opponents said aligning parking under finance lacks evidence of increased revenue and that revenue and enforcement consistency have improved under transportation leadership. Former parking director Michael Ford called the proposed change hasty and potentially illegal for bypassing council approval. Former public works director Brooke Levin noted that reorganizations typically occur during the budget process after rigorous data testing, which finance had not provided.
