The report called these households smartphone-dependent, and found that people who make less are much more likely to be in this category."
About 54% of households earning less than $30,000 subscribed to broadband in 2025, down from 57% in 2023 and 2024. Households with six-figure incomes had 94% home internet subscription in 2025, up from 92% the prior year. Overall home internet subscription fell to about 78% in 2025, from 79% in 2024 and 80% in 2023. Smartphone ownership is nearly universal, but about 16% of smartphone owners lack home broadband, a share that has doubled since 2013. Smartphone dependence is concentrated among lower incomes: 34% under $30,000, 19% for $30,000–$69,000, 10% for $70,000–$99,000, and 4% for over $100,000. Federal reductions in broadband and Digital Equity Act funding coincided with the slight subscription decline.
