Iran is dangling the possibility of halting its production of near-bomb-grade nuclear fuel in exchange for avoiding formal condemnation for its years of blocking some United Nations nuclear inspectors.
The report indicates that during meetings the I.A.E.A. held in Tehran on Nov. 14, Iran suggested it might stop expanding its stockpile of uranium enriched to a purity of 60 percent, very close to the level needed for a weapon.
David Albright noted that Iran's offering to cap its production comes amid its continued lack of cooperation with U.N. inspectors, essentially using this pause as a bargaining chip.
If the I.A.E.A.'s board passes the resolution condemning Iran's lack of cooperation, it could result in a detailed report that may lead to action from the U.N. Security Council.
