The advantage of satellite broadband is that it can be used, theoretically, in literally every rural spot in Ireland because its 'signal' is in the sky above.
Alternatively, your father may be entitled to get a phone line for free from Eir, which would then mean he will be on the roadmap for proper fibre high-speed broadband.
