Microsoft to limit daily bulk emails via Exchange Online

Microsoft is introducing a new External Recipient Rate limit on Exchange Online starting January 1, 2025, in an effort to curb spam and reduce resource abuse. The limit will enforce a restriction of 2,000 recipients in 24 hours for cloud-hosted mailboxes of newly created tenants and will extend to existing tenants later in 2025.
Customers exceeding the new limit will be directed to Azure Communication Services for Email, designed for high-volume external emails. Microsoft emphasizes that the limit aims to prevent unfair usage and abuse of Exchange Online resources, especially for bulk commercial emails. Third-party tools are recommended for legitimate bulk commercial emails like newsletters.
