The first law legalizes cryptocurrency mining from Nov. 1, 2024. Entities registered with the Ministry of Digital Development can mine, while others must not exceed energy limits. Oversight is shared, but the Bank of Russia has significant authority.
The second law allows the Bank of Russia to authorize selected companies for cross-border settlements and digital currency trading from Sept. 1, 2024. It establishes an experimental regime for this purpose.
