The final layer of masking requirements established in Oakland during the COVID-19 pandemic, those for indoor gatherings of 2,500 or more people, will be lifted on Nov. 1, the city announced.That means large crowds that fill some of the city's most popular local venues including Oakland Arena and the Fox Theater will no longer be formally required to mask up, though California and Alameda County health officials still strongly recommend doing so.
