Chelsea have agreed a fee of about 8.5m for USA defender Caleb Wiley from Atlanta United. Wiley will sign a seven-year contract before being loaned to Strasbourg, owned by the same group as Chelsea.
Blues also in talks for Aaron Anselmino from Boca Juniors and finalizing a move for Renato Veiga from Basel.
