The driver, Matthew Bennett Connolly, confessed to putting CHP decals on his car for a car show, admitting the potential confusion it could cause.
After pulling over the Camaro, officers realized the vehicle lacked proper licenses, which led them to further investigate the driver's intentions.
The San Rafael Police Department is collaborating with the CHP to investigate if there have been any prior incidents involving Connolly or his vehicle.
