The proposal had been included in the state's budget package and would have allowed limited deployments outside the Big Apple while leaving deployment inside New York City to the mayor and City Council. Legislative opposition prevented advancement of the measure, prompting the administration to abandon the plan. Companies such as Waymo had targeted New York, particularly New York City, as a major market opportunity. A Hochul spokesperson said stakeholder conversations revealed insufficient legislative support.
