Ellen Avenue in Kensington Market has had no registered owner since the last recorded transfer in 1898 and the last owner’s death in 1922. The unowned roadway runs north off Oxford Street, then bends west, and has deteriorated with garbage, needles and frequent rat activity, including nightly stampedes. Adjacent homeowners report safety and sanitation concerns. The city contends the road is not municipal property and lacks authority to enter or clean it. A neighbourhood councillor is investigating, and a local historian estimates hundreds or thousands of similar orphaned properties citywide and urges a survey and municipal takeover for maintenance and development.
