The FCC has simplified the Broadband Data Collection (BDC) process by eliminating the certification requirement for data submissions by a 'certified professional engineer,' now allowing for certification by a 'qualified engineer.' This change, adopted unanimously by the new Republican-majority Commission, aims to ease the collection of data on broadband service availability. The BDC plays a critical role in mapping underserved areas and informing the Broadband Equity, Access, and Deployment Program. FCC Chairman Carr emphasized the unnecessary nature of the previous rule based on evidence from previous reporting cycles, which showed no adverse effects from the waiver.
Having gone through multiple reporting cycles where the 'certified professional engineer' requirement has been waived, we now know a couple of important things about this rule.
The certified professional engineer rule is 'unworkable and impractical,' said newly sworn Commissioner Olivia Trusty during her first FCC meeting.
