"Whatever is happening in Congo should be perceived as an international conflict. It's not limited to Congo," said Evelyn Namakula Mayanja, highlighting the global implications of the crisis.
The M23 rebels are largely made up of Tutsi fighters and claim to represent them, but they are also implicated in smuggling valuable mineral resources out of Congo.
