In a briefing note, an official concluded the sleeping bags were appropriate only from late spring to early fall, prompting recommendations to loan troops Arctic sleeping bags.
The defence department spent C$34.8 million on these bags and did not disclose cold-weather testing done prior to purchase, raising concerns about the selection process.
