Canada is removing many retaliatory tariffs to mirror U.S. exemptions under the United States–Mexico–Canada Agreement (USMCA), aligning coverage that shields the vast majority of goods from punitive duties. The carve-out will ease Canada’s earlier stance of maintaining retaliatory measures until reciprocal U.S. concessions, and aims to jump-start further trade negotiations with the United States. Over 85% of Canada–U.S. trade remains tariff-free under USMCA, with the U.S. average tariff on Canadian goods at 5.6%, the lowest among U.S. trading partners. The USMCA is scheduled for review in 2026.
