Average connection time for 911 callers in Toronto dropped to three seconds so far this year, a 94% decrease compared with the same period last year. The improvement followed a ramp-up in hiring of communications operators and replacement of aging analog technology with a new digital network. As part of a five-year hiring plan, 90 new operators were hired in 2025, producing an 89% decrease in December 911 wait times year-over-year. The hiring plan also produced a 17.5% decrease in response times for priority calls in 2025 and contributed to improved operator retention and reduced understaffing.
